The Bluffs at Seven Hills Regulations


Mission Statement:

We are a community who strives to maintain the value of our property and create a more desirable neighborhood through security, teamwork, communication and respect.

Covenant Rules:

In order to maintain home values, a covenant of regulations was established by the developer prior to the building of the neighborhood in 1995. The Homeowner’s Association (HOA) maintains a volunteer Board of Directors to keep the HOA operating according to the covenant. According to the regulations, fines may be levied against any homeowner that does not comply with the covenant rules (Article 8.16).
Upon recognition of a violation, whether it is observed by a Board member or another homeowner, a written notice of the violation will be mailed via Certified Mail to the homeowner. The homeowner will have 15 days to respond to the notice before a fine will be imposed according to the fine structure listed on the next page.
If a notice is received, the homeowner is strongly encouraged to immediately contact a member of the Board (preferably the Chairperson of the Design Review Committee) to explain the reason for which the covenant rules have been broken. The goal of the HOA is to maintain the mission statement, that is, to keep the neighborhood a desirable place to live, not to levy fines against its members. Reasonable exceptions and explanations will be considered in every case when possible.

Fine Structure:

The following list provides the reasons for which fines will be appropriated, along with the HOA covenant Article to which it applies. Examples of restrictions are provided, but do not constitute a complete list. A printed copy of the HOA covenant has been provided to every homeowner upon purchase of the home. - Miscellaneous unsightliness (e.g. outdoor furniture not designed for outdoor use, yard maintenance equipment left outside, inappropriate window coverings)—Article 3.7
- Weeds higher than 6 inches, dead bushes or trees—Article 3.8
- Trash or debris in the yard or trash cans left in front of house (except for days of garbage collection)—Article 3.9
- Animal making an unreasonable amount of noise (e.g. continuously barking dog) or odor—Article 3.10
- Recreational or sporting vehicle or trailer (e.g. boat, camper, tractor, ATV) parked in the driveway or on the street for more than 48 hours—Article 3.25
- Disrepair of fences between houses—Article 3.30
- Any changes to property (e.g. painting house a different color, making changes in landscaping, adding solar panels) without approval from Design Review Committee—Article 4.2
- Unreasonably annoying sounds (e.g. loud exterior speakers, vehicle noises late at night) or noxious odors—Article 3.5

Fines:

15 days after receipt of notice $50 fine
30 days after receipt of notice additional $100 fine
60 days after receipt of notice additional $100 fine
